Winchester and Shea traffic signal

As of September 2024, all concrete work on the project, including pole foundations, sidewalks, curb and gutter, ADA ramps, and median modifications, has been completed. While the poles were originally scheduled for delivery in mid-September, this has been delayed. The poles are now expected to arrive on October 17, 2024, and the contractor plans to set them during the week of October 21, 2024.

However, the signal equipment (electronics) is not expected to be delivered until January 2025. The equipment will be installed as soon as possible after delivery, and the project has a contractual completion date of April 1, 2025.

The construction contract for a traffic light installation at Winchester and Shea Roads has been approved, and a date to proceed will be issued in early April.  

Residents near the Shea and Winchester intersection have followed the status of the traffic signal project closely since the Town entered into a Tennessee Department of Transportation (TDOT) Local Programs contract for signalization in July of 2020.  The project involves the installation of a new traffic signal, video detection, emergency preemption, pedestrian crossing signals, median modifications and American Disabilities Act (ADA) upgrades at all corners. 

The design of the signalization project by Fisher & Arnold Engineering started in March of 2021 and was completed in June of 2023. TDOT issued a Notice to Proceed to Construction in September of 2023; the Town followed by issuing a notice for construction bids in October. McCrory Electric was the lowest responsive bidder at $711,559.45. 

As of the January 25, 2024 pre-construction meeting, the schedule for the installation work is as follows:

February - March 2024 

  • Contractor to make TN-1 call to locate underground utilities 

  • Site walk thru scheduled for Feb. 13 at 1 pm.  Contractor, Town, TDOT and utility reps will be in attendance 

  • Contractor to provide shop drawings for the poles, mast arms and signal equipment for review and approval by the Town and TDOT 

  • Contractor to order signal equipment, poles and mast arms. 

 April - May 2024 

  • Traffic Control 

  • Erosion Control 

  • Median modifications, sidewalk, ADA ramps  

  • Pole foundations 

June - August 2024 

  • Receive and Install Poles/Mast Arms 

September – November 2024 

  • Down time waiting on signal equipment 

December 2024 - March 2025 

  • Receive and install signal equipment 

  • Street Striping and Signage 

  • Remove Traffic and Erosion Control 

  • Project Closeout 

The federal share for this project is $696,768.74. The Town’s 20% share of the roadway and ADA upgrade items is $14,790.71. The Town pays 100% of the monthly invoices then requests 100% reimbursement for the signal items and 80% reimbursement for the roadway and ADA items.
